Organizational Background

The Constitution of Nepal, 2072 (2015), has established federal, provincial, and local levels of government based on the principles of cooperation, coexistence, and coordination among all three tiers. In line with the nation’s aspiration for economic prosperity and social justice, and to realize the long-term vision of the Bagmati Province Government—“Prosperous Province Oriented Towards Socialism with Cultured and Happy Citizens”—this office was established under the Ministry of Agriculture and Livestock Development, Directorate of Livestock and Fisheries Development of Bagmati Province.

Originally established in B.S. 2037 (1980/81 AD) as the Goat Development Office, Hetauda, after being separated from the Agriculture Department’s agriculture branch, the office was restructured in B.S. 2038/39 (1981/83 AD) into the Animal Development and Animal Health Section by integrating coordinated livestock development programs and veterinary services into a single program. In B.S. 2049/50 (1992/94 AD), under the policy of bringing district-level offices of the Ministry of Agriculture under one roof, it functioned as the Livestock Service Section within this office. From Shrawan 2052 (1995 AD), it separated from the “one-roof policy” and continued to operate as the District Livestock Service Office until B.S. 2074 (2017/18 AD), continuously delivering livestock-related services.

Following the implementation of the Constitution of Nepal, 2072, which restructured the country into federal, provincial, and local governments, provincial governments were formed. After the establishment of seven provinces, this office, which fell under Province No. 3 (now Bagmati Province), was tasked with modernizing and commercializing livestock and fisheries businesses, making them competitive, achieving self-reliance in livestock and fish products within the province, and promoting exports. Under the Ministry of Land Management, Agriculture, and Cooperatives of the province, this office was established on Kartik 14, 2075 (October/November 2018 AD) in Ward No. 9 of Hetauda Sub-Metropolitan City, Makwanpur District, under the name Veterinary Hospital and Livestock Service Expert Center to implement livestock and fisheries development programs in the district.

As per the decision of the Provincial Council of Ministers dated 2078/08/15, the ministry was renamed the Ministry of Agriculture and Livestock Development. Furthermore, according to the provincial government’s decision on 2080/10/27, the office was renamed as the Livestock Service Office, and it has been continuing to provide its services under this name.
