Organizational Background

The Constitution of Nepal, 2072 (2015), has established federal, provincial, and local levels of government based on the principles of cooperation, coexistence, and coordination among all three tiers. In line with the nation’s aspiration for economic prosperity and social justice, and to realize the long-term vision of the Bagmati Province Government—“Prosperous Province Oriented Towards Socialism with Cultured and Happy Citizens”—this office was established under the Ministry of Agriculture and Livestock Development, Directorate of Livestock and Fisheries Development of Bagmati Province.

Originally established in B.S. 2037 (1980/81 AD) as the Goat Development Office, Hetauda, after being separated from the Agriculture Department’s agriculture branch, the office was restructured in B.S. 2038/39 (1981/83 AD) into the Animal Development and Animal Health Section by integrating coordinated livestock development programs and veterinary services into a single program. In B.S. 2049/50 (1992/94 AD), under the policy of bringing district-level offices of the Ministry of Agriculture under one roof, it functioned as the Livestock Service Section within this office.
